    The Public Library Data Service (PLDS) annual survey is conducted by Counting Opinions (SQUIRE) Ltd. (CO) on behalf of the Public Library Association (PLA). This survey of public libraries from the United States and Canada captured fiscal year (FY) data on finances, resources, service usage, and technology. The guidelines are community-based, so that each library determines its own priorities based on community needs. This requires each library to have or to create a Community Needs Response Plan that addresses the unique needs of its community. This survey examined the certification laws or plans for certification of public library personnel in the United States.
